New Mexico has a bitter gaming background. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Indian casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King appointed a panel in 1990 to draft a contract with New Mexico American Indian tribes. When the panel came to an agreement with two prominent local bands a year later, the Governor refused to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it appeared that Native gaming in New Mexico was now a certainty. But when Governor Gary Johnson signed the compact with the Native tribes, anti-gaming forces were able to tie the contract up in courts. A New Mexico court found that the Governor had overstepped his bounds in signing the deal, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, passed by the New Mexico government, to get the process moving on a full compact amongst the Government of New Mexico and its American Indian tribes. Ten years had been burned for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo industry has grown since Nineteen Ninety-Nine. In that year, New Mexico non-profit game owners brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo revenues have grown constantly since that time. 2005 witnessed the biggest year, with $1,233,289 earned by the owners.

Bingo is certainly favored in New Mexico. All sorts of providers try for a slice of the pie. Hopefully, the politicians are through batting over gambling as a hot button issue like they did in the 1990’s. That is probably hopeful thinking.
